The Technical Panel

PURPOSE

The purposes of the panel are:

1. The day-to-day management of the Derwent Valley Mills World Heritage Site within a framework agreed by the DVMP Management Panel and within the five guiding principles of the World Heritage Convention:

• Identification,
• Protection,
• Conservation,
• Presentation and
• Education.

2. Operational co-ordination of responsibilities from time to time delegated by the Government as State Party to Partnership members.

FUNCTIONS

The panel will advise the Management Panel, and will liaise with the other panels within the Management Structure for the World Heritage Site as required.

The Panel will:

• Report to the Management Panel and advise it on all aspects of World Heritage Site Management;
• Receive reports from, and give guidance to, the liaison panels and monitor their work;
• Oversee the monitoring and implementation of the DVMWHS Management Plan and constituent actions and projects;
• Monitor perceived risks and threats to the WHS;
• Liaise with DVMP members, WHS interest groups (including UNESCO, DCMS, LAWHF and Regional bodies), owners of key properties and communities within the WHS;
• Ensure a consistency of approach to WHS Management between local authorities and other key partners;
• Facilitate regular transfer of information to and from the partner bodies;
• Monitor income and expenditure controlled by the DVMP;
• Oversee the work programme and activities of DVMP staff;
• Monitor and authorise use of the UNESCO emblem

MEMBERSHIP

The panel will have a core membership as follows:

• The head of planning and a conservation officer of each of 4 district/city Councils which the site covers.
• The leader of the Conservation and Design Team of the County Council
• A representative from the Joint Local Transport and Local Plan Authority
• A representative of English Heritage East Midlands
• A representative of English Heritage
• A representative of English Nature
• A representative of the Derby and Derbyshire Economic Partnership or EMDA
• A representative of ICOMOS
• A representative of the Learning and Skills Council Derbyshire
• A representative of the Arkwright Society
• A representative of Strutt’s North Mill, Belper
• The DVMWHS Co-ordinator
• The DVMWHS Communications and Outreach Officer

New members will be co-opted as necessary.

METHOD OF OPERATION

• The Chair and the Vice Chair will be elected by the Technical Panel and endorsed by the Partnership.
• The Technical Panel should generally convene on a bi-monthly basis with dates set at the start of the calendar year.
• Respond to information and requests from the chair, members and the site co-ordinator.
• Any members wishing to propose items for the agenda should notify the DVMWHS Co-ordinator normally ten working days prior to the agreed date of the meeting.
