Terms of reference

Purpose

The purpose of the Panel is to:

  • Ensure that the Derwent Valley Mills World Heritage Site (DVMWHS) is provided with a range of well-informed literature, published using all available media, which will enhance the cultural enjoyment and understanding of the site.
  • Coordinate and validate research and publications commissioned by the local authorities and others participating in the management and interpretation of the DVMWHS.

Functions

The Panel will advise the Officers and the Board and will liaise with other Panels within the Management Structure of the DVMWHS as required.

The Panel will:

  • Formulate, maintain and promote an academic framework for research, education, interpretation and publicity throughout the DVMWHS and its surrounding buffer zone.
  • Carry out, or commission, historic and archaeological research which will inform, or illuminate, the conservation and management of buildings and landscapes within the DVMWHS or lead to a better understanding of the history of the DVMWHS, its component parts and surrounding areas.
  • Publish and promote a range of appropriate publications using all available media.
  • Seek funding and sponsorship for research and publishing activities.
  • Liaise with the DVMWHS Education Trust which funds publications endorsed by the Panel.
  • Maintain and enlarge the established team of volunteers to deliver further research and assist in the validation of material presented to the panel.
  • Facilitate effective liaison with, and participation from, research institutions and educational establishments.
  • Advance awareness and understanding of the need to protect and conserve the outstanding universal value of the World Heritage Site and to promote access to education and training in the skills required to protect and conserve those values.
  • To delegate where appropriate projects to the Research Working Group and co-opted members.

Membership

The Chair will be selected by the Board.  The Panel will have a core membership as follows:

  • A representative of the Culture and Communities Department, Derbyshire County Council.
  • A representative of the Museums and Galleries, Derby City Council.
  • A representative of the DVMWHS attractions.
  • Nominated experts.
  • Director (DVMWHS).
  • Heritage Co-ordinator (DVMWHS).

The Panel will have the power to co-opt other members, as required.

Method of Operation

  • The Research and Publications Panel should generally meet every two months with dates set at the start of the calendar year.
  • The Panel will respond to information and requests from the chairman, Board members and the DVMWHS Director.
  • Any members wishin to propose items for the agenda should notify the DVMWHS Director at least ten working days prior to the agreed date of the meeting.
