Statement of Outstanding Universal Value

The Statement of Outstanding Universal now lies at the core of any inscription and management plan for World Heritage Sites. It is included as an appendix to the current management plan, but at the next full revision of the plan in 2012 it will be incorporated in the body of the document.

In December 2008, a process began to create conformity of style for the Statements of Outstanding Universal Value for each of the UK World Heritage Sites, whilst keeping precisely to the reasons for inscription. Following the terminology of Para 155 of the Operational Guidelines, effectively Statements of OUV fall into two parts:

  1. the Committee’s determination of Outstanding Universal Value, identifying the criteria under which the property was inscribed.
  2. assessments of the conditions of integrity and/or authenticity, and of the requirements for protection and management in force.

The first part is based on evidence of the Committee’s assessment of Outstanding Universal Value at the time of inscription – this came from the Committee’s actual decision and the Advisory Body evaluation.  As far as possible the actual language of those texts has been used. 

The Statement of Outstanding Universal Value for the Derwent Valley Mills was submitted to the UNESCO World Heritage Committee and endorsed in July 2010.

Values and Attributes

In response to advice from ICOMOS UK a statement has been produced identifying the values for which the Site was inscribed on the World Heritage List and the physical attributes of those values. These should be used as a key ‘tool’ in the management of the site, particularly in the field of planning development control.

Monitoring Views of Derwent Valley Mills WHS

47 monitoring views within the DVMWHS have been identified as sensitive and needing to be closely monitored to ensure the Outstanding Universal Value of the Derwent Valley Mills is maintained, and their setting is preserved and enhanced.
